{"id":6358,"date":"2023-09-19T12:20:39","date_gmt":"2023-09-19T10:20:39","guid":{"rendered":"https:\/\/jdaumanlogistics.pl\/?p=6358"},"modified":"2025-04-22T11:04:52","modified_gmt":"2025-04-22T09:04:52","slug":"united-kingdom-government-publishes-operational-model-of-btom-border-target","status":"publish","type":"post","link":"https:\/\/jdaumanlogistics.pl\/en\/2023\/09\/19\/united-kingdom-government-publishes-operational-model-of-btom-border-target\/","title":{"rendered":"UK government to publish operational model of boundary target (BTOM)"},"content":{"rendered":"<div id=\"tm-row-69ea2c8ed8195\" class=\"vc_row vc_row-outer vc_row-fluid\"><div id=\"tm-column-69ea2c8ed85a5\" class=\"wpb_column vc_column_container vc_col-sm-12\"><div class=\"vc_column-inner\"><div class=\"wpb_wrapper\">\n<div class=\"tm-heading  left tm-animation move-up\" id=\"tm-heading-69ea2c8ed8803\">\n\t<h4 class=\"heading\" style=\"\">Users of the Import Plants, Animals, Food and Feed (IPAFFS) system are informed that the UK government published a new Border Target Operating Model (BTOM) on 29 August 2023, setting out new controls to create a world-class border system based on smarter use of data and technology. <\/h4><\/div>\n\n<div class=\"tm-spacer\" id=\"tm-spacer-69ea2c8ed8b0d\"><\/div>\n\n\t<div class=\"wpb_text_column wpb_content_element  tm-animation move-up\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p>For users <strong>IPAFFS<\/strong> The new model is likely to mean a change in the process of importing goods into the UK. The model has been developed in partnership with the Scottish and Welsh governments to implement a consistent approach.<\/p>\n<p>The BTOM has been developed after extensive engagement with the border industry and businesses across the UK. It takes into account feedback from the draft operating model <strong>Border Target<\/strong>, which was published in April 2023.  After considering feedback from stakeholders on implementation challenges, we have decided to slightly change the timeline we originally published in the BTOM draft. This will provide companies and their supply chains with the time they need to prepare.<\/p>\n<p>Please note that these changes will not affect the movement of eligible goods from Northern Ireland to Great Britain, which will continue to benefit from unrestricted access. Nor will they affect the movement of goods from Great Britain to Northern Ireland, the rules for which are set out in the Windsor Framework.<\/p>\n<p>The final version of the BTOM can be viewed below:<\/p>\n<p><strong>New stages of implementation concerning borders: <\/strong><\/p>\n<p><strong><u>31 January 2024.\u00a0\u00a0 <\/u><\/strong><\/p>\n<p>- Export health and phytosanitary certificates have been introduced for animal products, plants and medium-risk plant products imported into the UK from EU and EFTA countries, including Irish goods, as well as ineligible goods from Northern Ireland.<\/p>\n<p>- Introduce pre-notification for ineligible animal products, plants and plant products originating in Northern Ireland and Ireland.<\/p>\n<p><strong><u>\u00a030 April 2024.\u00a0 <\/u><\/strong><\/p>\n<p>- Documentary, physical and identification checks at the border are introduced for animal, plant and intermediate risk products imported into the UK from EU and EFTA countries (excluding goods imported from the Republic of Ireland).<\/p>\n<p>- Existing controls on high-risk plants\/high-risk plant products from the EU will be relocated from their destination to border inspection posts.<\/p>\n<p>- We will also begin to simplify imports from non-EU countries. This will include the removal of health certificates and routine checks for animal products, plants and low-risk plant products from non-EU countries, and a reduction in the level of physical and identity checks for medium-risk animal products from non-EU countries. Pre-notification will no longer be required for low-risk plants and plant products.<\/p>\n<p><strong><u>31 October 2024.\u00a0<\/u><\/strong><\/p>\n<p>- Safety and security declarations for EU imports will come into force.<\/p>\n<p>- The reduced dataset introduced for importing and using the UK Single Trade Window will remove duplication, where possible, of various pre-arrival datasets - such as safety and security and pre-filed customs declarations.<\/p>\n<p><strong><u>From 31 October 2024.\u00a0<\/u><\/strong><\/p>\n<p>- Introduce documentary and risk-based physical checks for medium-risk animal products, plants, plant products and high-risk food and feed of non-EU animal origin on the west coast of the UK.
