Find out how to subscribe to the New Computerised Transit System (NCTS) service or update an existing subscription.
\nYou will need to create an organisation account and note down your Government Gateway user ID and password for future use. Once you have your Government Gateway user ID and password, you can subscribe to the New Computerised Transit System (NCTS).

Existing NCTS users<\/strong>
\nIf you subscribed to NCTS before NCTS4, you will need to upgrade your subscription before you can use NCTS5. To access NCTS5, you will need to use the Government Gateway or find out how to access NCTS using third-party software. Becoming an NCTS subscriber will automatically enable you to use the NCTS5 service.<\/p>\n

To subscribe to NCTS4, you will need to use the same Government Gateway organisation account that was used to create your existing subscription.<\/p>\n

If you do not have a Government Gateway user ID or password for this organisation's account, you will need to contact HMRC to retrieve your user ID or password.<\/p>\n

\n<\/strong>Find out when you should use NCTS?
\nIf you are a UK trader, you should use NCTS to make electronic transit declarations. The common transit procedure can be used for movements between the UK, the EU and other common transit countries. You must use the system if you are a trader and want to transport goods under the Common Transit Convention.<\/p>\n

If you use the Transports Internationaux Routiers (TIR) procedure<\/strong>
\nThe TIR procedure is used for transit operations that begin, end or pass through a third (non-EU) country that has signed the TIR Convention. These goods must be declared to NCTS for any part of the journey taking place within Northern Ireland or the EU.<\/p>\n

Find out when you cannot use NCTS?<\/strong>
\nThe system cannot be used:
\n-for certain goods transported by air, sea or rail-see the Transit Manual Supplement for more information,
\n-for certain movements of goods between approved temporary storage depots,
\n-for the submission of documents supporting declarations of Union status (T2L).<\/p>\n

What is needed before moving goods?<\/strong>
\nTo move goods and use the NTCS, you need:<\/p>\n

-EORI number or common economic operator identification number of the country of transit,
\n-address of business,
\n-guarantee,
\n-the number of the customs declaration (for goods in free circulation),
\n-details of the vehicle carrying the goods,
\n-description of goods.
\nWhen moving goods in transit, simplified transit procedures can be used.<\/p>\n

How to use the transit accompanying document (TAD) for the movement of goods?<\/strong>
\nGoods in transit must be accompanied by a TAD for presentation at destination. This is useful if:
\n-goods will be redirected,
\n-any incidents during transit.
\nThis document contains the shipment reference number of the consignment (printed in numeric form and as a barcode). Barcodes should be printed according to the ISO code 128 standard, not EAN 128. If multiple goods are shipped, a list of goods should also be sent along with the TAD.<\/p>\n

The TAD can be printed at the customs office of exit or, if the printer supports barcodes, at your own premises. It is authenticated by the system, so it does not need to be stamped by customs.<\/p>\n

It is important that the TAD is presented to the customs authorities at the office of destination so that they can inform NCTS of the arrival of the goods.<\/p>\n

What is needed to use NCTS?<\/strong>

To use the online service, you need:<\/p>\n

-government ID (can be registered when accessing the system for the first time,)
\n-access to a computer for downloading and printing Adobe Acrobat PDF documents,
\n-specific settings enabled in the web browser,
\n-a good quality printer that can print barcodes - so a TAD and (if applicable) a list of items can be printed.<\/p>\n

How do I access the NCTS?<\/strong>
\nTo access NCTS, you can use third-party software - this can be useful if you run a larger company and it is possible to integrate it with other software to import or export the free NCTS web channel - this is designed for traders who are low-volume users.<\/p>\n

You can also develop your own software to deliver messages directly from your organisation, or you can use a provider to do this on your behalf.<\/p>\n

If you want to purchase software, you should consult a list of well-known software suppliers.<\/p>\n

The software must be fully compatible with NCTS and be able to connect via the Common Transit Convention trader's Application Programming Interface (API).<\/p>\n

Contact suppliers before purchasing software. During software development, certain test scenarios must be successfully completed before the software can be used.<\/p>\n

If you choose to use the NCTS internet channel
\nIn order to use the NCTS web channel, you must set up an account to use NCTS to send transit declarations.<\/p>\n

What happens after submission?<\/strong>
\nWhen you send a transit declaration to NCTS, you indicate that you intend to transport the declared goods by a specific route to their destination.<\/p>\n

- The customs office of exit will be notified.
\n- Customs will check and approve the application before releasing the goods.
\n- The system will send a movement reference number.
\n- The goods will be authorised for carriage by the Border Force.
\n- Once the goods are released, the system will inform all other customs offices involved in the journey that the goods are on their way.<\/p>\n
