This arrangement is particularly useful for companies that import goods from overseas and want to minimise the costs associated with customs duties and taxes until the goods are ready for sale or further distribution.

Types of customs warehouses

There are two main types of bonded warehouses that can be used depending on business needs:

Public Customs Depot

A public warehouse is operated by a company whose purpose is to store goods belonging to others. In this case, the company acting as the warehouse operator (warehouseman) is responsible for the storage of the goods, while the owner of the goods is the depositor. The use of a public customs warehouse as a depositor does not require authorisation from HMRC.

Private Customs Warehouse

A private bonded warehouse is operated by a company to store its own goods. In this case, the company acts as both warehouseman and depositor. To operate a private bonded warehouse, it is necessary to obtain authorisation from HMRC.

Declaring Goods in and out of the Bonded Warehouse

To bring goods into or out of a customs warehouse, a customs declaration must be lodged. Two forms of declaration are available:

Full Import or Export Declaration: Standard customs declaration procedure.

Simplified Notification: Includes entry in the declarant's registers or use of the simplified declaration procedure.

Goods can be removed from the warehouse either by putting them into free circulation (allowing them to be sold on the UK market) or by transferring them to another customs procedure.

Storage of goods in a customs warehouse

When placing goods in customs warehousing, several requirements are crucial:

Correct Submission: If you use an agent, clear written instructions on how to declare goods should be given.

Direct Shipping: Goods must be dispatched directly to the designated warehouse within five working days after customs clearance.

Working with the Warehouse Manager: Communication of all details of the import declaration.

Verification of Composition Capacities: Ensuring that the warehouse is adequately equipped to store the type of goods in question, including those requiring special storage conditions (e.g. refrigeration).

Removal of Goods from the Bonded Warehouse

Placing in free circulation

In order to sell goods on the UK market, you must pay all customs duties and VAT. Upon successful submission, you will receive an entry number and confirmation of clearance electronically.

Transfer to another customs procedure

Goods can be transferred to another customs procedure (e.g. processing under suspension) or re-exported free of duty. However, a declaration is required to release the goods from storage.

Movement of Goods between Warehouses

It is possible to move goods between different locations within the same permit or between different permit holders. For movements within the same permit, no additional notification is required, but detailed records must be kept.

Support J.
