1 May 2025 brought important changes for businesses operating between the UK and Northern Ireland. New rules arising from the Windsor Framework and updates to the Trader Support Service (TSS) came into full force, introducing simplifications but also specific obligations for exporters and importers.<\/h4><\/div>\n\n

Windsor Framework - simplifications already in place<\/h4>\n

Since 1 May, the full categorisation of goods according to three groups has been in place:<\/p>\n\n\n\n\n\n\n

- Clothing and footwear imported from outside the UK (without processing)
\n- Perfumes and luxury cosmetics
\n- Alcohol and excise products
\n- Electronics for resale
\n- Plants without NIPHL authorisation<\/p>\n

TSS and NICTA tools - how to make your life easier<\/h4>\n
    \n
  1. Trader Goods Profile (TGP)
    \nCreated by UKIMS-registered companies, it contains a list of regularly transported goods, with assigned category and CN code. Automates IMMI declarations and allows data to be made available to carriers.<\/li>\n
  2. Accurate descriptions of goods in TSS
    \nDon't use generalities like 'accessories' - descriptions must include material, purpose, brand, model and volume, among others.<\/li>\n
  3. GMR (Goods Movement Reference)
    \nStandard merchandise can have a GMR generated automatically by the TSS portal - without manual input.<\/li>\n<\/ol>\n

    NIPHL - Northern Ireland Plant Health Label<\/h4>\n

    Applies to exports of seeds, seedlings and agricultural machinery. Authorisation to use NIPHL labels required.<\/p>\n

    Operating from GB to NI? Take care:<\/h4>\n
      \n
    • Registration of the consignee in the TSS - mandatory for customs declarations<\/li>\n
    • Consignee registration with UKIMS - to avoid customs duties and benefit from the \"green lane\"<\/li>\n
    • Consistent company data across systems<\/li>\n
    • Cooperation with an authorised carrier - especially for B2C<\/li>\n<\/ul>\n

      Reminder:<\/h4>\n

      UK Ltd (a supplier from England) does not need to have UKIMS\/TSS if:
      \n- it is the NI buyer who makes the declarations and acts as the importer,
      \n- The company operates on a DDP basis and the paperwork is handled by an agent.<\/p>\n

      However, if UK Ltd wishes to self-declare goods, it needs:
      \n- EORI number XI
      \n- registration with TSS and UKIMS<\/p>\n
