From 15 September 2025, licence data in customs declarations for Northern Ireland will be verified by the new Certificates Exchange System (CERTEX). This system will replace the existing Automatic Licence Verification System (ALVS) and will introduce significant changes to the way electronic documents are handled.
\nWhat certifications does CERTEX cover?
\n<\/h4><\/div>\n\n

\n\t\t\t

Under the new verification system, among other things, the following are covered:<\/strong><\/p>\n

    \n
  • COI - Certificates of conformity for organic products<\/li>\n
  • CHED.PP - Plants and plant products<\/li>\n
  • CHED.D - food and feed of non-animal origin<\/li>\n
  • CHED.P - Food and products of animal origin<\/li>\n
  • CHED.A - live animals<\/li>\n
  • ODS - ozone-depleting substances<\/li>\n
  • FGAS - fluorinated gases<\/li>\n<\/ul>\n

    New CHED number format<\/strong><\/p>\n

    CERTEX will introduce a change in the format of CHED document reference numbers.
    \nThe number must be given in the format:
    \nCHEDA.XX.20YY.nnnnnnnn (optionally with the suffix \"V\").<\/p>\n

      What does this mean for entrepreneurs?<\/strong><\/p>\n

      Companies transporting goods to Northern Ireland must ensure that the data in customs declarations is in accordance with licences and certificates.<\/p>\n

      • If CERTEX detects a discrepancy, the trader will receive a query in the TSS (Trader Support Service).<\/li>\n
      • The status of the declaration will change to \"Amendment Required\" or \"Trader Input Required\".<\/li>\n
      • Goods may be withheld or referred for inspection by DAERA or the Border Force.<\/li>\n<\/ul>\n
