A key element of this system is the Goods Movement Reference (GMR) - a unique number that combines all customs and security documents relating to a shipment into a single code.<br \/>\nFailure to have a correct GMR can cause delays at the border and even detention of goods.<br \/>\n<\/h4><\/div>\n\n<div class=\"tm-spacer\" id=\"tm-spacer-69f54ab40ae0e\"><\/div>\n\n\t<div class=\"wpb_text_column wpb_content_element  tm-animation move-up\" >\n\t\t<div class=\"wpb_wrapper\">\n\t\t\t<p><strong>When is a GMR needed?<\/strong><\/p>\n<p>A GMR number is required for most movements of goods across the UK border - both imports and exports. The obligation applies to:<\/p>\n<ul>\n<li>goods from the EU to the UK,<\/li>\n<li>transports from the UK to the EU,<\/li>\n<li>services between the UK and Northern Ireland,<\/li>\n<li>goods transported under the Common Transit Convention.<\/li>\n<\/ul>\n<p>Exceptions include, but are not limited to, goods imported into the UK for personal use only or carried in hand luggage.<\/p>\n<p><strong>What data is required to generate a GMR?<\/strong><\/p>\n<p>In order to create a Goods Movement Reference number, you need to provide a data set depending on the direction of transport. Most commonly required are:<\/p>\n<ul>\n<li><strong>vehicle registration number<\/strong> (for transport with driver),<\/li>\n<li><strong>trailer or container number<\/strong> (for transport without driver),<\/li>\n<li><strong>Movement Reference Number (MRN)<\/strong> import\/export declaration,<\/li>\n<li><strong>ATA or TIR document numbers<\/strong>if used,<\/li>\n<li><strong>EORI of the transporter or exporter<\/strong>,<\/li>\n<li><strong>Transit Accompanying Document (TAD)<\/strong> in the case of transit.<\/li>\n<\/ul>\n<p>For certain shipments (e.g. postal or verbally declared shipments), a GMR can be generated without full customs data, but the criteria described in the regulations must always be met.<\/p>\n<p><strong>Why is the GMR so important?<\/strong><\/p>\n<ul>\n<li><strong>Combines customs and security documents<\/strong> into a single code - facilitates clearance.<\/li>\n<li><strong>Automates notification of arrival and presentation of goods<\/strong> in the GVMS.<\/li>\n<li><strong>Speeds up border clearance<\/strong>, minimising the risk of delays.<\/li>\n<li><strong>Mandatory for carriers<\/strong> - Failure to do so could mean a financial penalty and the stopping of transport.<\/li>\n<\/ul>\n<p><strong>How to obtain a GMR?<\/strong><\/p>\n<ol>\n<li>Register with <strong>Goods Vehicle Movement Service (GVMS)<\/strong> by Government Gateway.<\/li>\n<li>Collect all required data and documents (MRN, registration numbers, ATA\/TIR, EORI, etc.).<\/li>\n<li>Generate a GMR number online.<\/li>\n<li>Ensure that the driver has access to the code (printout, email, app).<\/li>\n<\/ol>\n<p><strong>Summary<\/strong><\/p>\n<p><strong>Goods Movement Reference (GMR)<\/strong> is an essential element for trade between the UK, the EU and Northern Ireland.
