The UK government has published the final version of the Border Target Operating Model.
This is the document that describes the rules for importing goods into the UK from all other countries, including the European Union.

The adopted model uses a new approach to security controls (relating to all imports) and sanitary and phytosanitary controls (relating to imports of live animals, embryos, animal products, plants and plant products), based on a simplified, digital new UK Single Trade Window, as well as assigning risk categories to products.

Final schedule of requirements - key milestones:

- 31 January 2024. - Introduction of health certificates for imports from the EU of animal products, plants and plant products of medium risk and food and feed not derived from high-risk animals. Abolition of pre-notification requirements for low-risk plants and plant products from the EU.

- 30 April 2024. - Introduce documentary and risk-based identification and physical checks on animal products, plants, medium-risk plant products and food and feed of non-high-risk animal origin from the EU. Existing controls on high-risk plant/high-risk plant products from the EU will be moved from the point of destination to border inspection posts. Imports from non-EU countries will also start to be simplified. This will include the abolition of health certificates and routine checks on animal products, low-risk plants and plant products from non-EU countries, and a reduction in the level of physical and identity checks on medium-risk animal products from non-EU countries.

- 31 October 2024 r. - The requirement to submit Safety and Security declarations for imports into the UK from the EU or other exempted territories will come into effect on 31 October 2024, as set out in the original Target Operating Model. Alongside this, a limited dataset for imports will be introduced and the use of the UK Single Trade Window will remove duplication of various data - such as pre-filed customs declarations - where possible.
