We would like to draw your attention to a change introduced by HM Revenue & Customs which may affect both your travel plans and your business activities. HMRC introduces interim guidelines for the export of commercial goods!
What is changing:
HMRC has published interim guidance on the export of UK trade goods exported from the UK in luggage.
Who is affected by the change:
Every traveller. The regulation applies to anyone who intends to transport any goods as part of their travel luggage with the intention of selling them or using them for business purposes abroad. The guidelines apply if:
- goods are not transported by a commercial operator,
- goods are carried in luggage transported in vehicles weighing not more than 3.5 tonnes and with a seating capacity of 9.
In such situations, a full export declaration must be completed. Any commercial goods transported in private luggage must be declared at Customs!
Where can the declaration be completed?
I. Via online form: https://www.gov.uk/guidance/declare-commercial-goods-youre-taking-out-of-great-britain-in-your-accompanied-baggage-or-small-vehicles,
II. At the customs counter, of any border crossing point, provided that:
o The goods have a value of less than £2,500
o The goods weigh less than 1000 kg in total
o Goods that fall into the categories of goods covered by the provisions on marketing restrictions or specific controls or requiring a licence to carry
o Goods are not subject to excise duty.
Exclusion: An export declaration is not required by UK Customs for goods entering Northern Ireland from UK territory. However, the declaration is required on arrival by Northern Ireland Customs and can be completed using the Trader Support Service (TSS).
