New version of the NCTS system in the EU.

As of 30.10.2024, a new version of the NCTS system will be introduced in the EU. Due to the changes, difficulties in the functioning of the system are possible.
As the Polish Chamber of Forwarding and Logistics informs, it is important to note that there will be significant changes with the implementation of the NCTS2 PLUS system. We invite you to familiarise yourself with the information.

KAS has announced that in the Network services/NCTS2 the final version has been published Instructions for External Users on the Implementation of the Goods Transit Service Using the NCTS2 PLUS System (Phase 5 of the Transit Control System - New Computerised Transit System).

The manual will be applicable from the implementation of the NCTS2 PLUS system in Poland - planned deadline 31.10.2024.

Please note that with the implementation of NCTS2 PLUS:

  • it will no longer be possible to accept transit declarations using the CIM or SMGS/CIM railway consignment note, and instead transit declarations can only be accepted in the form of a message to the NCTS2 PLUS system,
  • any references in the transit authorisations (authorised consignor, authorised consignee, use of special seals) to the current Manual for the implementation of the e-Transit service (EU/common transit operations and TIR operations) will cease to be valid and from 31.10.2024 the authorisations should only refer to the name and provisions of the Manual for the implementation of the NCTS2 PLUS Goods Transit Service (Phase 5 of the Transit Control System - New Computerised Transit System),
  • a new specimen Transit Accompanying Document - TAD - will be in force, which will always be printed together with the Transit List of Items. The templates have been adapted to the revised Annexes B-02 and B-03 of the Delegated Regulation (new numbering of boxes, new fields).

The introductory section of the Manual details the changes made to the system compared to the previous version (the current NCTS Phase 4).

The provisions of the new Manual have been updated from the initial version submitted in July 2023. In particular, the changes concern:

  • rules on the transmission of transhipment information to the event office (new national communication IE280),
  • the BCP rules (formerly the fallback procedure) - new stamp design, removal of the possibility to use the SAD in a fallback (only the Transit Accompanying Document - TAD).

At the same time, it was clarified that, due to the postponement of the implementation of AIS/IMPORT PLUS, the provisions in this Manual relating to links to that system will not be in force until then. (Source: www.puesc.gov.pl-K.O.)
