From 31 March 2025, new regulations introduced under the Windsor Framework will significantly change the rules for sending B2B shipments from the UK to Northern Ireland. For companies involved in international trade, this is a key time to prepare for the changes and ensure compliance with the new regulations.
What is changing?
The UK government has confirmed that companies must be ready for the new regulations by the end of the March 2025. Under the Windsor Framework, all B2B shipments from the UK to Northern Ireland will require data declaration by the Customs Declaration Service (CDS). This means that additional information will need to be provided to the carrier and, in some cases, a customs fee will need to be paid.
How can the UK Internal Market Scheme (UKIMS) help?
If your business qualifies, the UK Internal Market Scheme (UKIMS) can simplify the process for eligible goods. Being UKIMS-authorised allows goods to move into Northern Ireland without full customs declaration and without additional duty, provided they are for sale or final use by consumers in the UK.
To obtain UKIMS authorisation:
- Goods must be for sale or use in the UK.
- Goods may not be subject to EU trade defence measures.
Audience identification: Company or Consumer?
Different rules will apply depending on whether the recipient is a company or an individual consumer in Northern Ireland:
B2B shipments: They require customs declarations and, in some cases, fees.
B2C shipments: They do not require individual customs declarations or fees. However, carriers will need additional data such as consignee details and a description of the goods.
